Stable, Racial Integration in the Contemporary United States: An Empirical Overview
This article presents a broad empirical overview of the extent of racial integration in the contemporary United States. It begins with a discussion of how to measure stable racial integration in neighborhoods. Then, examining data from 34 metropolitan areas, it shows that while integrated neighborhoods containing blacks and whites are considerably less stable than more homogeneous communities, a majority remain integrated over time. Moreover, integration appears to be growing more viable, with racially integrated communities more likely to be stable during the 1980s than during the previous decade. The growing prevalence of stable, racially integrated neighborhoods is an important fact, running counter to the popular, and often self-fulfilling, view that integration is unviable. These communities offer important research opportunities as well. A better understanding of the circumstances under which racial integration seems to succeed will ultimately shed light on the causes of America’s undeniably extreme level of segregation.

Telecommuting and the Demand for Urban Living: A Preliminary Look at White-Collar Workers
With recent advances in communications technology, telecommuting appears to be an increasingly viable option for many workers. For urban researchers, the key question is whether this growing ability to telecommute is altering residential location decisions and leading households to live in smaller, lower-density and more remote locations. Using the Work Schedules supplement from the 1997 Current Population Study, this paper explores this question. Specifically, it examines the prevalence of telecommuting, explores the relationship between telecommuting and the residential choices of white-collar workers and, finally, speculates about future impacts on residential patterns and urban form.

The Academic Effects of Chronic Exposure to Neighborhood Violence
Since the pandemic began, the city has experienced a significant increase in gun violence and homicide which can lead to emotional distress, behavioral changes, and detrimental cognitive effects for students. This paper examines the differences between students with varying levels of crime exposure and finds that increased exposure results in lower English Language Arts (ELA) and math exam scores. The paper’s regression models suggest that exposure to violence had an adverse effect on reading and math test scores for students, and the effects increased with the number of violent crimes. The results provide some support for the theory that students can become sensitized to violence through increased exposure, meaning that children in more violent communities see the largest decline in test scores with each additional exposure to violent crime. The study also finds racial and gender differences, with Black and female students experiencing the largest test score losses as exposure to violent crimes increased.

The Changing Racial and Ethnic Makeup of NYC Neighborhoods
This analysis from the 2011 State of New York City’s Housing and Neighborhoods report finds that 28 percent of the city’s census tracts were racially integrated in 2010, up from 22 percent of tracts in 1990. The percentage of neighborhoods that are mixed-minority also rose, from 17 percent of all tracts in 1990 to 24 percent in 2010. Meanwhile, the share of neighborhoods that are majority white declined sharply, from 40 percent of all census tracts in the city to 23 percent.

The Effect of Community Gardens on Neighboring Property Values
Cities across the United States that have considerable vacant land are debating whether to foster community gardens on that land, while cities with land shortages are debating when to replace gardens with other uses. Meanwhile, many cities are looking for new ways to finance green spaces. Little empirical evidence about the neighborhood impacts of community gardens is available, however, to inform the debate or to help cities design financing schemes. This paper estimates the impact of community gardens on neighborhood property values, using rich data for New York City and a difference-in-difference specification of a hedonic regression model. We find that gardens have significant positive effects, especially in the poorest neighborhoods. Higher quality gardens have the greatest positive impact.

The Effects of Small Area Fair Market Rents on the Neighborhood Choices of Families with Children
This paper reports and extends the quantitative findings of the Small Area Fair Market Rent Demonstration Evaluation, focusing on the important subgroup of families with children. The authors test whether varying housing assistance subsidy caps with ZIP Code rent levels (that is, introducing Small Area Fair Market Rents or SAFMRs) increases the likelihood that voucher-holder families with children locate in higher opportunity neighborhoods, as proxied by poverty rates, the proficiency levels of local elementary schools, jobs proximity, and environmental hazards. Five years after implementation, Small Area FMRs do not appear to affect overall move rates, but they meaningfully affect the locational outcomes among families with children who move.

The External Effects of Place-Based Subsidized Housing
This study examines the external effects of subsidized housing built in New York City during the late 1980s and 1990s. The paper finds significant and sustained benefits to the surrounding neighborhood. Neighborhood benefits increase with project size and decrease with distance from the project sites. A simple cost-benefit analysis suggests that New York City’s housing investments delivered a tax benefit to the city that exceeded the cost of the city subsidies provided.
