Spatial Inequality and the Distribution of Industrial Toxic Releases: Evidence From the 1990 TRI
This research investigates environmental justice activists’ claims that pollution is unevenly distributed across communities in the United States. We examine three possible explanations for environmental inequity: racial discrimination, economic stratification, and urban ecology.

Spatial Stratification within US Metropolitan Areas
In most metropolitan areas, central cities and older, inner-ring suburbs tend to have lower-skilled and less affluent populations, lower tax bases, as well as more deteriorated housing stocks and infrastructures, than their newer, outer-ring suburban neighbors. And the segregation becomes even more apparent if comparisons are made across individual neighborhoods within these jurisdictions. The first section, in order to set the stage, documents the magnitude of the spatial and jurisdictional disparities within the average metropolitan area and determines how these have changed in recent years. Many researchers go no further and thus overlook the surprising diversity found across different metropolitan areas in the magnitude of disparities. This paper, however, makes this variation its central concern. To this end, the second section classifies metropolitan areas on the basis of the magnitude of their central-city-suburban disparities and identifies certain metropolitan-area characteristics (such as population size, the degree of racial segregation, and the elasticity of the central-city boundaries) that are correlated with greater and lesser disparities. The third section then estimates a simple, cross-sectional regression that tests which, if any, of these correlations persist after controlling for other factors. Although more definitive conclusions regarding the precise causes of the jurisdictional disparities would be desirable, they would require further statistical analysis that lies outside the scope of this particular project.

Spillovers and Subsidized Housing: The Impact of Subsidized Rental Housing on Neighborhoods
Rental housing is increasingly recognized as a vital housing option in the United States. Yet government policies and programs continue to grapple with widespread problems, including affordability, distressed urban neighborhoods, poor-quality housing stock, concentrated poverty, and exposure to health hazards in the home. These challenges can be costly and difficult to address. The time is ripe for fresh, authoritative analysis of this important yet often overlooked sector.

Stable, Racial Integration in the Contemporary United States: An Empirical Overview
This article presents a broad empirical overview of the extent of racial integration in the contemporary United States. It begins with a discussion of how to measure stable racial integration in neighborhoods. Then, examining data from 34 metropolitan areas, it shows that while integrated neighborhoods containing blacks and whites are considerably less stable than more homogeneous communities, a majority remain integrated over time. Moreover, integration appears to be growing more viable, with racially integrated communities more likely to be stable during the 1980s than during the previous decade. The growing prevalence of stable, racially integrated neighborhoods is an important fact, running counter to the popular, and often self-fulfilling, view that integration is unviable. These communities offer important research opportunities as well. A better understanding of the circumstances under which racial integration seems to succeed will ultimately shed light on the causes of America’s undeniably extreme level of segregation.

State of New York City’s Subsidized Housing in 2017
This brief reviews major programs used to develop and preserve affordable housing in the city, and provides the number and location of properties benefitting from a subsidy or incentive in 2017. It also discusses when affordability restrictions on some of those properties will expire unless renewed by the owners and the housing agencies.

State of New York City’s Subsidized Housing: 2011
To reduce the financial burden that low- and moderate-income families in New York City face, city, state and federal agencies have employed numerous subsidy programs to encourage private developers to own and manage affordable housing developments. With the cooperation of government housing agencies, the Furman Center created the Subsidized Housing Information Project (SHIP)—an online searchable database containing information on the nearly 235,000 units of privately-owned, subsidized affordable rental housing in New York City developed with major subsidy programs. This report is the first comprehensive analysis of properties in our SHIP database, and identifies opportunities to preserve affordable housing in the coming years.

Subsidized Housing: A Cross-City Comparison
The analysis from the 2011 State of New York City’s Housing and Neighborhoods report compares federally-subsidized housing programs across the nation’s five most populous cities: New York City, Los Angeles, Chicago, Houston, and Philadelphia. New York City has the largest share of subsidized rental housing of the five cities, due mostly to its large stock of public housing. Over five percent of the city’s housing units in 2008 (almost 180,000 units) were in public housing. In addition to subsidies, more than one million units—nearly half of the rental housing stock—are rent stabilized in New York City.

Supply Skepticism: Housing Supply and Affordability
Growing numbers of affordable housing advocates and community members are questioning the premise that increasing the supply of market-rate housing will result in housing that is more affordable. This article is meant to bridge the divide, addressing each of the key arguments supply skeptics make and reviewing what research has shown about housing supply and its effect on affordability. It ultimately concludes, from both theory and empirical evidence, that adding new homes moderates price increases and therefore makes housing more affordable to low- and moderate-income families. It also emphasizes that new market-rate housing is necessary but not sufficient, and that government intervention is critical to ensure that supply is added at prices affordable to a range of incomes.

Telecommuting and the Demand for Urban Living: A Preliminary Look at White-Collar Workers
With recent advances in communications technology, telecommuting appears to be an increasingly viable option for many workers. For urban researchers, the key question is whether this growing ability to telecommute is altering residential location decisions and leading households to live in smaller, lower-density and more remote locations. Using the Work Schedules supplement from the 1997 Current Population Study, this paper explores this question. Specifically, it examines the prevalence of telecommuting, explores the relationship between telecommuting and the residential choices of white-collar workers and, finally, speculates about future impacts on residential patterns and urban form.
