Planning For An Uncertain Future: Can Multi-Criteria Analysis Support Better Decision-Making In Climate Planning?
This paper by Ingrid Gould Ellen, Jessica Yager, Melinda Hanson, and Luke Bo'sher, published in the Journal of Planning Education and Research, examines how multicriteria analysis (MCA), a decision-making tool, compares to other commonly used tools for making decisions about climate-change planning. The authors find that MCA has the potential to perform better than cost benefit analysis and working group approaches in supporting decision making processes that are more participatory, transparent, comprehensive, rigorous, and scenario-driven (five principles of effective planning). The paper also explores the ways in which MCA might fall short of these principles in practice, including when planners have limited resources.

Planning for Opportunity: How Planners Can Expand Access to Affordable Opportunity Bargain Areas
There is strong evidence that living in high-opportunity neighborhoods can improve children's long-term educational and economic outcomes; translating this into practical advice for planners is difficult. Planning discussions rarely consider how much that opportunity costs, even though planners must grapple with the typically higher cost of providing housing in opportunity areas. This paper argues for a streamlined measure called the school–violence–poverty (SVP) index based on three contemporary metrics that research shows enhance economic mobility for children: school quality, violent crime, and poverty.

Planning for Resilience: The Challenge of Floodproofing Multifamily Housing
Three years after Superstorm Sandy devastated parts of New York City, the housing stock in many urban coastal areas remains vulnerable to flooding. Much of the housing stock in these high-risk areas is out of compliance with federal flood-resistant design and construction standards.The report illustrates the significant design and financial hurdles of retrofitting multifamily housing common to many urban, coastal areas, describes existing policies and design approaches and their shortfalls, and provides recommendations for state and local practitioners to improve resilience of multi-family housing in their communities.

Points for Place: Can State Governments Shape Siting Patterns of Low-Income Housing Tax Credit Developments?
There is considerable controversy about the allocation of Low-Income Housing Tax Credits (LIHTC). Some charge that credits are disproportionately allocated to developments in poor, minority neighborhoods without additional investments and thereby reinforcing patterns of poverty concentration and racial segregation. We examine whether Qualified Allocation Plans, which outline the selection criteria states use when awarding credits, can serve as an effective tool for directing credits to higher opportunity neighborhoods (or neighborhoods that offer a rich set of resources, such as high-performing schools and access to jobs) for states wishing to do so.
To answer this question, we study changes in the location criteria outlined in allocation plans for 20 different states across the country between 2002 and 2010, and observe the degree to which those modifications are associated with changes in the poverty rates and racial composition of the neighborhoods where developments awarded tax credits are located. We find evidence that changes to allocation plans that prioritize higher opportunity neighborhoods are associated with increases in the share of credits allocated to housing units in lower poverty neighborhoods and reductions in the share allocated to those in predominantly minority neighborhoods. This analysis provides the first source of empirical evidence that state allocation plans can shape LIHTC siting patterns.

Polarisation, Public Housing and Racial Minorities
Cities in the US have become home to an increasing concentration of poor households, disproportionately composed of racial and ethnic minorities. In the US, poor and minority populations are overrepresented in public housing, mostly located in central cities. Racial and ethnic minorities in American public housing are, for the most part, composed of native-born households whereas in Europe they are more likely to be foreign-born. After a description of this concentration of poor and minority populations in public housing, we examine the effect of public housing on neighbourhood poverty rates in central cities. We construct a longitudinal database (1950-90) for four large cities-Boston, Cleveland, Detroit and Philadelphia—and examine the relationship between the location of public housing and changes in neighborhood poverty rates. We find that in each city, one or more of the variables relating to the existence of public housing is significantly related to increases in neighbourhood poverty rates in succeeding decades.

Policy Brief: 21st Century SROs: Can Small Housing Units Help Meet the Need for Affordable Housing in New York City?
This brief explores the potential demand for smaller, cheaper units to help address New York City’s affordable housing need. It considers the feasibility of self-contained micro units as well as efficiency units with shared kitchens and/or baths. The report considers the economics of building and operating small units and models their financial feasibility. It concludes by analyzing the main barriers to the creation of small units that exist in New York City and suggesting possible reforms that New York City can make to address these barriers.

Policy Brief: Fifty Years of Historic Preservation in New York City
This policy brief compares the development characteristics, housing stock, demographic characteristics, and commercial characteristics between historic districts and areas that are not regulated by the Landmarks Preservation Commission (LPC). It finds that New York City’s historic districts have similar population and built density to non-LPC regulated areas, but also contains a higher proportion of market-rate housing. Residents of the city’s historic districts are also higher-income, more highly educated, and more likely to be white.

Population and Housing in the Floodplain Battered by Hurricanes Harvey and Irma
In conjunction with the launch of FloodzoneData.us, the NYU Furman Center released a series of data briefs to illustrate the housing and population located in the U.S. floodplains. The third brief in the series, Population and Housing in the Floodplain Battered by Hurricanes Harvey and Irma, describes the housing and population located in the floodplains of metropolitan areas affected by hurricanes in recent months, including Houston, Miami, Tampa, and Jacksonville. The analysis describes the housing stock (including tenure, size, and number of subsidized housing units) and population demographics (including poverty rates, households with children and seniors, and race/ethnicity) in floodplains within these metro areas.

Population in the U.S. Floodplains
In conjunction with the launch of FloodzoneData.us, the NYU Furman Center released a series of data briefs to illustrate the housing and population located in the U.S. floodplains. The second brief in the series, Population in the U.S. Floodplains, explores the characteristics of the population located in the 100-year floodplain and the combined floodplain (100-year and 500-year floodplain), nationwide. In 2015, more than 30 million people (10% of the U.S. population) lived in the combined floodplain.

Preserving History or Hindering Growth? The Heterogeneous Effects of Historic Districts on Local Housing Markets in New York City
Historic district designation has long been a topic of considerable debate. This report, conducted in collaboration with the National Bureau of Economic Research, provides new evidence to inform one aspect of this discussion—the effect that historic district designation has on housing. The report considers how designation of historic districts in New York City affects property values both within district boundaries and in the buffer areas just outside district boundaries, and explores how these effects vary across neighborhoods.
