Can Emergency Rental Assistance Be Designed to Prevent Homelessness? Learning from Emergency Rental Assistance Programs
Homelessness prevention efforts face an overarching challenge: how to target limited resources far enough downstream to capture those at greatest risk of homelessness, but far enough upstream to stabilize households before they experience a cascade of negative outcomes. This paper asks: how did the COVID-19 emergency rental assistance programs launched in hundreds of localities across the United States respond to this challenge?

Learning from Emergency Rental Assistance Programs: Lessons from Fifteen Case Studies
In January 2021, the Housing Initiative at Penn (HIP), the National Low Income Housing Coalition (NLIHC), and the NYU Furman Center released the results of a survey of 220 COVID-19 rental assistance programs. The survey examined key characteristics of these programs and explore how certain characteristics correlated with programs’ ability to efficiently distribute funds. Through 15 in-depth case studies, this brief tells the story of how several programs evolved over time, and the rich learning that occurred in each jurisdiction. The 15 rental assistance programs chosen represent jurisdictions ranging from small and rural to large and urban for in-depth structured interviews. The brief focuses on the key challenges these program administrators discussed, the innovative strategies they used to address these challenges, and the lessons current and future program administrators can take away.

Advancing Racial Equity in Emergency Rental Assistance Programs
The NYU Furman Center, together with the Housing Initiative at Penn and the National Low Income Housing Coalition, recently co-authored a report describing these “first-generation” COVID rental assistance programs, based on a survey of 220 programs across the country. This brief draws upon the analysis from that survey, along with additional document review and interviews with selected program administrators. Based on these sources, the brief highlights several lessons about strategies states and localities can use to design and implement more equitable emergency rental assistance programs.

COVID-19 Emergency Rental Assistance: Analysis of a National Survey of Programs
The report examines program decisions against outcome metrics, such as a ratio of actual number of applicants to expected number of applicants and funds obligated as a share of total program funds. A survey launched in August 2020, and ran through October 2020, collecting information from program administrators, many of whom provided follow-up responses to requests for outcome data in December 2020 and January 2021.

Low hanging fruit? Energy Efficiency and the Split Incentive in Subsidized Multifamily Housing
This paper explores whether and how the rules governing utility billing arrangements of subsidized housing programs impact energy consumption and exacerbate market failures that create incentives for both tenants and owners to be indifferent about their consumption levels. We test whether these incentives or dis-incentives result in higher energy consumption in subsidized properties than in comparable non-subsidized properties.The analysis focuses on three subsidized housing portfolios: Public Housing, Project-based Section 8, and the Low Income Housing Tax Credit (LIHTC). Using several multivariate regression models, we find that subsidized properties are associated with higher utility consumption than market-rate properties and, of the subsidized housing programs, Public Housing tends to consume the most energy.

Utility Allowances in Federally Subsidized Multifamily Housing
This paper provides an analysis of the statutes, regulations, and guidance that govern the treatment of utility costs in the four largest federal subsidized housing programs—Public Housing, Project-Based Section 8, Housing Choice Vouchers, and Low-Income Housing Tax Credits—and the incentives these rules create for the consumption of utilities. It finds that many of these programs are structured such that tenants and owners are either indifferent about utility costs or are rewarded for overconsumption. This paper makes several recommendation for how these programs can be restructured to incentivize lower utility consumption, which can reduce the environmental footprint of subsidized housing, improve the financial viability of existing subsidized properties, and free resources that can be repurposed for other HUD goals.

Will They Stay or Will They Go: Predicting Subsidized Housing Opt-outs
Over the past 30 years, the share of renters in the United States spending over 30% of their income on rent, and thereby qualifying as rent burdened, has increased. This trend has particularly affected low-income families. At the same time, owners of thousands of privately owned, publicly subsidized rental housing units have left, or “opted out,” of subsidy programs across the country. The efforts of local governments to preserve these properties as affordable housing are handicapped by a lack of understanding of the underlying factors that drive owners’ decisions to opt out. This paper employs a unique dataset on subsidized properties in New York City and uses hazard models to explore why property owners in the Mitchell-Lama program, a New York State affordable housing program, choose to opt out. Our results suggest that properties located in neighborhoods with high property value growth, those with for-profit owners, and those past the affordability restrictions on all subsidies, are more likely to opt out. While our study focuses on Mitchell-Lama properties, the findings have broader implications for properties around the country that receive supply-side rental subsidies.

Household Energy Bills and Subsidized Housing
Household energy consumption is crucial to national energy policy. This article analyzes how the rules covering utility costs in the four major federal housing assistance programs alter landlord and tenant incentives for energy efficiency investment and conservation. We conclude that, relative to market-rate housing, assistance programs provide less incentive to landlords and tenants for energy efficiency investment and conservation, and utilities are more likely to be included in the rent. Using data from the American Housing Survey, we examine the differences in utility billing arrangements between assisted and unassisted low-income renters and find that—even when controlling for observable building and tenant differences—the rent that assisted tenants pay is more likely to include utilities. Among all tenants who pay utility bills separately from rent, observable
differences in energy expenses for assisted and unassisted tenants are driven by unit, building, and household characteristics rather than the receipt of government assistance. -
The Importance of Using Layered Data to Analyze Housing: The Case of the Subsidized Housing Information Project
The Furman Center for Real Estate and Urban Policy recently developed a new database through its Subsidized Housing Information Project (SHIP). The SHIP database combines more than 50 disparate data sets to catalogue every privately owned, publicly subsidized affordable rental property developed in New York City with financing and insurance from the U.S. Department of Housing and Urban Development (HUD), HUD projectbased rental assistance, New York City or State Mitchell-Lama financing, or the federal Low-Income Housing Tax Credit Program. The pooling and layering of data, as well as
combining the data with other local housing and neighborhood information, in databases like the SHIP allow for a clearer understanding of the existing affordable housing stock and enable practitioners to more effectively target resources toward the preservation of affordable housing. -
State of New York City’s Subsidized Housing: 2011
To reduce the financial burden that low- and moderate-income families in New York City face, city, state and federal agencies have employed numerous subsidy programs to encourage private developers to own and manage affordable housing developments. With the cooperation of government housing agencies, the Furman Center created the Subsidized Housing Information Project (SHIP)—an online searchable database containing information on the nearly 235,000 units of privately-owned, subsidized affordable rental housing in New York City developed with major subsidy programs. This report is the first comprehensive analysis of properties in our SHIP database, and identifies opportunities to preserve affordable housing in the coming years.
