Do Homeowners Mark to Market? A Comparison of Self-reported and Estimated Market Home Values During the Housing Boom and Bust
This paper examines homeowners’ self-reported values in the American Housing Survey and the Health and Retirement Study from the start of the recent housing price run-ups through recent price declines. It compares zip code level market-based estimates of housing prices to those derived from homeowners’ self-reported values. The paper shows that there are systematic differences which vary with market conditions and the amount of equity owners hold in their homes. When prices have fallen, homeowners systematically state that their homes are worth more than market estimates suggest, and homeowners with little or no equity in their homes state values above the market estimates to a greater degree. Over time, homeowners appear to adjust their assessments to be more in line with past market trends, but only slowly. The results suggest that underwater borrowers are likely to understate their losses and either may not be aware that their mortgages are underwater or underestimate the degree to which they are.

Does City-Subsidized Owner-Occupied Housing Improve School Quality? Evidence from New York City
Policymakers have long promoted homeownership as a mechanism for community change. While previous studies have shown a positive association between homeownership and education at the individual level, ours is the first to systematically report on the effect of subsidized, owner-occupied housing on local schools. This New York City-focused analysis suggests that investments in subsidized, owner-occupied housing are associated with an increase in standardized reading and math scores at local schools, whereas similar investments in rental housing are not associated with any improvement in school quality. Subsidized, owner-occupied housing has also changed the demographic characteristics of local schools in New York City, increasing the percentage of white students and decreasing the percentage eligible for free lunch.

Essay: Sticky Seconds—The Problems Second Liens Pose to the Resolution of Distressed Mortgages
To better understand whether and how second liens might prevent efficient resolutions of borrower distress and to assess how second lien holders could be encouraged to cooperate with efficient resolutions without undermining the financial interests of the banks, we reviewed existing data and research, as well as debates among both academics and industry experts about the role second liens might be playing in slowing the recovery of the housing market. This article reports the results of our research and the roundtable discussion. It first explores what we know about the prevalence and delinquency rates of different types of second liens, the extent to which banks are exposed to losses on the liens, and the extent to which the banks already have accounted for those expected losses. It then reviews the various reasons that second liens have interfered with the efficient resolution of distressed mortgages, and documents advances that recently have been made in addressing those problems. Finally, the article examines the most promising proposals for reducing the transaction costs and frictions that are behind many of the current problems second liens are posing, as well as proposals to prevent similar problems from arising in the future. We focus our analysis of solutions on programs to remove barriers to greater coordination between first and second lien holders, rather than on the incentive approaches that have already been attempted.

Give Credit Where Credit Is Due: Overhauling the CRA
The Community Reinvestment Act (CRA) is in need of a major overhaul. Since the CRA was enacted in 1977, and since the last major rewrite of the regulations more than 15 years ago, much about the financial services industry has changed. This chapter discusses why the regulatory system needs to be redesigned to allow for more regular and timely updates, allowing more rapid responses to what is working and what is not. By being more amenable to continuous improvement, the CRA should be more open to innovation and experimentation given the greater opportunity for making midterm corrections. This chapter starts with a brief overview of the CRA and its successes. It then outlines some ways to facilitate more regular updating of the CRA regulations, followed by a review of a number of ways to increase the effectiveness of CRA in helping to stabilize and revitalize low-and moderate-income (LMI) communities.

Housing and the Great Recession
The story of the Great Recession cannot be told without addressing housing and, in particular, the dramatic decline in housing prices that began in late 2006. A distinctive feature of the Great Recession is its intimate connection to the housing sector; indeed many would argue that the Great Recession was triggered by the widespread failure of risky mortgage products. Whatever the sources of the Great Recession may have been, the housing sector is still deeply troubled and is a key contributor to our ongoing economic duress. This recession brief lays out the main features of the downturn in the housing sector. It was produced as part of a series on the economic and social fallout of the recession in conjunction with the Russell Sage Foundation and the Stanford Center on Poverty and Inequality.

Improving U.S. Housing Finance through Reform of Fannie Mae and Freddie Mac: Assessing the Options
For several decades, Fannie Mae and Freddie Mac, were the largest players in an American housing finance system that provided effective mortgage financing for many millions of Americans. Since early 2008, the firms’ near-insolvency has called their future into question. This paper lays out criteria for evaluating the different proposals for reform of the two firms.

Kids and Foreclosures: New York City
While researchers have noted the deleterious effects of foreclosure on surrounding properties and neighborhoods, little is known about the effects of foreclosure on children. This report by researchers at New York University’s Institute for Education and Social Policy (IESP) and Furman Center for Real Estate and Urban Policy begins to address the issue by estimating the number of students in New York City affected by the current foreclosure crisis.

Loan Modifications: What Works
We use a unique dataset that combines data on loan, borrower, property, and neighborhood characteristics of modified mortgages on properties in New York City to examine the determinates of successful modifications. From November 2007 through March 2011, over 2.1 million mortgages were modified in the United States, and policymakers have heralded such modifications as a key to addressing the ongoing foreclosure crisis. This dataset includes both HAMP modifications and proprietary modifications. The analysis builds upon a prior paper in which the determinants of loan modifications were examined.

Mortgage Financing for Small Multifamily Rental Properties: What is the Problem?
This study examines the effect of mortgage financing on the long-term viability of the small multifamily rental stock in both Chicago and New York City. It also explores the relationship between the size of the mortgage gap and the condition of the housing stock, and looks for how the financial crisis and Great Recession affected and continues to affect the rate of origination of new mortgages for multifamily buildings of different sizes in the two geographies. It finds that, despite the mortgage gap, smaller multifamily rental properties may be in better condition generally and properties that have mortgages are generally in worse condition than those without mortgages, regardless of size. Moreover, it surfaces a number of possible reasons that can account for the mortgage gaps.

Mortgage Lending During the Great Recession: HMDA 2009
While home purchase mortgage lending declined throughout the recession, new research released by the Furman Center finds that ending to low and moderate income homebuyers actually increased in 2009, as did the number of new mortgages backed by the Federal Housing Administration (FHA) and Veteran’s Administration (VA). The new data brief, Mortgage Lending During the Great Recession: HMDA 2009, finds that 16 percent of the 2009 New York City home purchase mortgages were FHA/VA-backed loans. By comparison, those type of loans accounted for less than one percent of home mortgage loans issued from 2005 to 2007.
