The New York Homeless Policy Forum, held on April 8th by the Baruch College’s Narendra Paul Loomba School of Management, and Care for the Homeless, brought together leading policy-makers, advocates, providers of homeless services, and shelter clients to discuss homeless policy and issues in New York City.

NYU Furman Center Policy Director Jessica Yager spoke on a panel titled “Extremely-Low-Income Housing Market: Availability of Housing for New Yorkers Living Below Poverty.” The panel explored the current availability of housing units for extremely low-income residents, including availability of units for people with subsidized vouchers. The panel also discussed how the Mayor’s Affordable Housing Plan and inclusionary zoning will affect low-income New Yorkers as well as the impact that rent control laws and programs may have on those residents.

The panel was moderated by Nicole Branca, the Deputy Executive Director of the Supportive Housing Network of New York. Other panelists included:

  • Daniel Farrell, LCSW, Vice President, HELP USA
  • Tom Waters, Senior Housing Policy Analyst, Community Service Society of NY
