The Owner Services Program (OPS), a program of the New York City Department of Housing Preservation and Development (HPD), assisted owners whose buildings were at risk of abandonment because of physical or financial problems by offering financial and management advice, as well as referrals for loans and other resources. Analysts in the OSP program collaborated with HPD’s Division of Neighborhood Preservation borough office staff and Housing Litigation Division attorneys to identify owners whose problems with finances, management, or tenant relations required one-on-one or small group counseling. Both long- and short-term assistance was available to owners.
