This paper provides the introduction to the special issue on Race and the City in the Journal of Housing Economics in 2018. The paper surveys relevant topics on racial and ethnic discrimination and residential segregation, and provides a more detailed discussion of the specific papers in the special issue. The paper primarily focuses on the literatures on discrimination in housing, on-line markets and policing. In terms of racial segregation, the paper discusses work related to the pattern of residential segregation and the causes and consequences of segregation
The Potential Costs to Public Engagement of HUD’s Assessment of Fair Housing Delay
In January 2018, the U.S. Department of Housing and Urban Development (HUD) announced that it would extend the deadlines by which local governments and public housing authorities receiving federal housing and urban development funds must submit Assessments of Fair Housing (AFHs), and allow jurisdictions to continue to file Analysis of Impediments (AIs) instead. HUD justified the delay by noting that of the first 49 AFH initial submissions, HUD initially did not accept 35% of the submissions. Many observers, however, believed that the initial submissions were superior to the AIs they replaced. To evaluate one important aspect of the AFH and AI processes, the NYU Furman Center compared the public engagement involved in the AIs and AFHs filed by 19 of the 28 jurisdictions who were first to file under the new AFH requirements. The authors find that the public engagement processes used under the AFH requirement were much more robust than the most recent AIs the jurisdictions had filed along five distinct dimensions: the number of opportunities for public engagement; the inclusiveness of those opportunities; the provision of data for assessing public engagement; documentation and consideration of the public input; and existence of cross-jurisdictional or cross-sector engagement.
Black and Latino Segregation and Socioeconomic Outcomes
Latinos seem to be inheriting the segregated urban structures experienced by African Americans and, to a similar extent, the diminished social and economic outcomes associated with segregation. This brief examines the relationships between metropolitan segregation levels and socioeconomic outcomes for Latinos and African Americans and explores mechanisms to explain these relationships. It finds that in more segregated metropolitan areas, both native-born Latinos and African Americans are significantly less likely compared with whites to graduate from high school and college, are more likely than whites to be neither working nor in school. Additionally, higher levels of segregation are associated with dramatic reductions in earnings for both African Americans and Latinos relative to whites. Desvinculado y Desigual: Is Segregation Harmful to Latinos?
Despite the high levels of metropolitan area segregation experienced by Latinos, there is a lack of research examining the effects of segregation on Latino socio-economic outcomes and whether those effects differ from the negative effects documented for African Americans. The authors find that segregation is consistently associated with lower levels of educational attainment and labor market success for both African-American and Latino young adults compared to whites, with associations of similar magnitudes for both groups. One mechanism through which segregation may influence outcomes is the difference in the levels of neighborhood human capital to which whites, Latinos, and African Americans are exposed. The authors find that higher levels of segregation are associated with lower black and Latino neighborhood exposure to residents with college degrees, relative to whites. They also find support for other commonly-discussed mechanisms, such as exposure to neighborhood violent crime and the relative proficiency of the closest public school.
Race and Neighborhoods in the 21st Century
This research brief explores the state of racial segregation in American neighborhoods, and the connection between segregation and gaps in neighborhood conditions. Based on a working paper that analyzed U.S. segregation patterns between the years 1980 and 2010, the research finds that minority groups and whites continue to live in separate and highly unequal neighborhoods. Black and Hispanic households tend to live in neighborhoods with higher poverty rates, fewer college-educated neighbors, lower-performing schools, and higher violent crime rates. Moreover, these differences in neighborhood conditions are amplified in more segregated metropolitan areas. View the working paper, press release, and other resources here.
Housing, Neighborhoods, and Opportunity: The Location of New York City’s Subsidized Affordable Housing
This report examines changes in the location and neighborhood characteristics of subsidized rental housing in New York City. The study shows that the distribution of subsidized rental units across New York City’s neighborhoods changed significantly between 2002 and 2011, not just as a result of new development, but also because of differential opt-out rates across neighborhoods. As a result, the city is losing affordable housing in the neighborhoods with the highest quality schools, lowest crime rates, and greatest access to jobs. Released in conjuction with the report, the Subsidized Housing Information Project (SHIP) is an online, searchable database of privately-owned, subsidized rental housing in New York City. High Stakes in the Classroom, High Stakes on the Street: The Effects of Community Violence on Students’ Standardized Test Performance.
This paper examines the effect of exposure to violent crime on students’ standardized test performance among a sample of students in New York City public schools. To identify the effect of exposure to community violence on children’s test scores, we compare students exposed to an incident of violent crime on their own blockface in the week prior to the exam to students exposed in the week after the exam. The results show that such exposure to violent crime reduces performance on English Language Arts assessments, and no effect on Math scores. The effect of exposure to violent crime is most pronounced among African Americans, and reduces the passing rates of black students by approximately 3 percentage points.
Race and Neighborhoods in the 21st Century: What Does Segregation Mean Today?
Recent research has argued that racial segregation is no longer a concern in the 21st century. In response, this paper revisits these concerns about racial segregation and neighborhoods to assess their relevance today. This working paper finds that while segregation levels between blacks and whites have certainly declined, they remain quite high; Hispanic and Asian segregation have, meanwhile, remained unchanged. Further, this paper shows that the neighborhood environments of minorities continue to be highly unequal to those enjoyed by whites. Blacks and Hispanics continue to live among more disadvantaged neighbors, to have access to lower performing schools, and to be exposed to more violent crime. Investigating the Relationship Between Housing Voucher Use and Crime
This policy brief debunks the long-held myth that the influx of households with vouchers causes crime in a neighborhood to increase. Rather, the report finds that housing voucher recipients tend to move into neighborhoods with high existing levels of crime. These findings should reassure communities worried about entry of voucher holders, but also raise questions about whether the Housing Choice Voucher program is reaching its stated goal of helping recipients reach “better” neighborhoods.
Racial Segregation in Multiethnic Schools: Adding Immigrants to the Analysis
The authors explore how increases in immigration are likely to affect school segregation by comparing the schools that foreign-born and native-born minorities in New York City attend. They find that foreign-born blacks, Hispanics, and Asians tend to be more racially isolated than their native-born counterparts, even after controlling for differences in language skills and income. The heightened isolation is partially linked to the clustering of immigrant students from particular regions or countries within the same schools. How an increase in foreign-born students in a school district will shape racial segregation therefore will depend on the racial composition of the immigrant students as well as their country of origin.
