NYC Housing 10 Issues Series #8: Priority for Homeless Families
In 2013, the homeless population in New York City had reached its highest level since the Great Depression. While the city and state adopted a variety of strategies to house the homeless, the growth of the population shows that much more needed to be done to assist homeless households seeking to move from shelter to permanent housing. The incoming NYC mayor would need to address the growing homeless census and consider whether to allow homeless families to move to the top of the waiting list for housing vouchers or public housing. This brief outlines the tradoffs of such a policy to address homelessness.
The #NYChousing series, published in 2013 prior to the New York City mayoral election, identified 10 key affordable housing issues that were likely to confront the next mayor of New York City. The series aimed to inform the public about the policy tradeoffs by providing an objective analysis of the pros, cons, and questions related to key housing issues facing New York City. How the incoming New York City mayor would choose address the city's housing challenges in an environment of increasing needs, declining federal support, and a strengthening real estate market would have an enormous effect on the livability, diversity, and character of the city.

NYCHA’s Road Ahead: Capital and Operating Budget Needs, Shortfalls, and Plans
This brief contextualizes NYCHA’s budget and its plans to address budget shortfalls. First, we focus on the capital budget, describing NYCHA’s new plan and the barriers that exist to implementing NYCHA 2.0. Next, we turn to the operating budget, and describe and assess the budget deficit, as well as NYCHA’s existing plans to address the shortfall.

NYCHA’s Outsized Role in Housing New York’s Poorest Households
Public housing is a critical part of the affordable housing landscape in New York City. The city’s 174,000 public housing units house some 400,000 low-income New Yorkers, or one in every 11 renters in the city. This is far more homes than any other New York City landlord manages and far more than any other public housing authority (PHA) in the United States. The sheer scale of public housing in the city is one reason the stock is critical, but even more importantly, public housing plays a unique role in providing homes for the city’s poorest households. Thus, putting the New York City Housing Authority (NYCHA) on sound financial and structural footing should be a top priority for federal, state, and local policymakers.

Polarisation, Public Housing and Racial Minorities
Cities in the US have become home to an increasing concentration of poor households, disproportionately composed of racial and ethnic minorities. In the US, poor and minority populations are overrepresented in public housing, mostly located in central cities. Racial and ethnic minorities in American public housing are, for the most part, composed of native-born households whereas in Europe they are more likely to be foreign-born. After a description of this concentration of poor and minority populations in public housing, we examine the effect of public housing on neighbourhood poverty rates in central cities. We construct a longitudinal database (1950-90) for four large cities-Boston, Cleveland, Detroit and Philadelphia—and examine the relationship between the location of public housing and changes in neighborhood poverty rates. We find that in each city, one or more of the variables relating to the existence of public housing is significantly related to increases in neighbourhood poverty rates in succeeding decades.

Public Housing and Public Schools: How Do Students Living in NYC Public Housing Fare in School?
This report examines the school performance of children living in NYCHA housing and finds that children living in NYCHA housing perform less well on standardized math and reading tests than other students, even after controlling for the characteristics of the individual students and the schools they attend.

Renovating Subsidized Housing: The Impact On Tenants’ Health
Many public and subsidized housing developments in the US are aging and in need of significant repairs. Some observers worry that their poor condition threatens the health of residents. This study evaluated a recent renovation of public housing that was undertaken through the transfer of six housing developments from the New York City Housing Authority to a public-private partnership. It examined whether the renovation and transfer to private managers led to improvements in tenants’ health over three years, as measured by Medicaid claims. While it did not find significant improvements in individual health outcomes, it found significant relative improvements in overall disease burden when measured using an index of housing-sensitive conditions.

Spillovers and Subsidized Housing: The Impact of Subsidized Rental Housing on Neighborhoods
Rental housing is increasingly recognized as a vital housing option in the United States. Yet government policies and programs continue to grapple with widespread problems, including affordability, distressed urban neighborhoods, poor-quality housing stock, concentrated poverty, and exposure to health hazards in the home. These challenges can be costly and difficult to address. The time is ripe for fresh, authoritative analysis of this important yet often overlooked sector.

State of New York City’s Subsidized Housing in 2017
This brief reviews major programs used to develop and preserve affordable housing in the city, and provides the number and location of properties benefitting from a subsidy or incentive in 2017. It also discusses when affordability restrictions on some of those properties will expire unless renewed by the owners and the housing agencies.

Subsidized Housing: A Cross-City Comparison
The analysis from the 2011 State of New York City’s Housing and Neighborhoods report compares federally-subsidized housing programs across the nation’s five most populous cities: New York City, Los Angeles, Chicago, Houston, and Philadelphia. New York City has the largest share of subsidized rental housing of the five cities, due mostly to its large stock of public housing. Over five percent of the city’s housing units in 2008 (almost 180,000 units) were in public housing. In addition to subsidies, more than one million units—nearly half of the rental housing stock—are rent stabilized in New York City.

The External Effects of Place-Based Subsidized Housing
This study examines the external effects of subsidized housing built in New York City during the late 1980s and 1990s. The paper finds significant and sustained benefits to the surrounding neighborhood. Neighborhood benefits increase with project size and decrease with distance from the project sites. A simple cost-benefit analysis suggests that New York City’s housing investments delivered a tax benefit to the city that exceeded the cost of the city subsidies provided.
