Revitalizing Inner City Neighborhoods: New York City’s Ten Year Plan For Housing
This article examines the impact of Mayor Koch’s $5.1 billion, 10-year plan for housing on the sale prices of homes in surrounding neighborhoods. The paper finds that properties in the immediate vicinity of homes newly built or renovated through the 10-year plan rose in value relative to comparable properties further away, suggesting the housing investments helped to spur revitalization in the distressed neighborhoods targeted.

Community Development Corporations and Welfare Reform: Linkages, Roles, and Impacts
This study examined the impact of welfare reform on housing owned by community development corporations (CDCs), investigating how early implementation of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) affected the financial status of CDCs' affordable housing developments. Five types of financial impacts were considered: tenant incomes and employment; other tenant behaviors; late payments; turnover; and aggregate changes in CDC income and expenses. The study examined four CDCs in each of six cities: Atlanta, Georgia; Cleveland, Ohio; Chicago, Illinois; Minneapolis, Minnesota; New York, New York; and San Francisco, California. Research methodology included interviews with CDC staff, tenant representatives, and leaders from other civic institutions; follow-up questionnaires of key respondents; and focus groups with tenants. Overall, among those organizations that engaged in various nonhousing activities or viewed their missions as including community development in broader terms, many were already providing job training, child care, or other social services that might be thought of as responding to welfare reform. These groups reported that such efforts had little to do with the advent of welfare reform. While many CDC staffers were concerned about the impact of welfare reform laws on impoverished communities, they reported little evidence of increased problems and found most changes in their neighborhoods to be positive.

Building Homes, Reviving Neighborhoods: Spillovers from Subsidized Construction of Owner-Occupied Housing in New York City
This article examines the impact of two New York City homeownership programs on surrounding property values. Both programs, the Nehemiah Program and the Partnership New Homes program, subsidize the construction of affordable owner-occupied homes in distressed neighborhoods. Our results show that during the past two decades prices of properties in the rings surrounding the homeownership projects have risen relative to their ZIP codes. Results suggest that part of that rise is attributable to the affordable homeownership programs.

The Redevelopment of Distressed Public Housing: Early Results from HOPE VI Projects
The redevelopment of distressed public housing under the Urban Revitalization Demonstration Program, or HOPE VI, has laudable social, physical, community, and economic goals. Three public housing projects in Atlanta, Chicago, and San Antonio demonstrate the complexity and trade-offs of trying to lessen the concentration of low-income households, leverage private resources, limit project costs, help residents achieve economic self-sufficiency, design projects that blend into the community, and ensure meaningful resident participation in project planning.

Polarisation, Public Housing and Racial Minorities
Cities in the US have become home to an increasing concentration of poor households, disproportionately composed of racial and ethnic minorities. In the US, poor and minority populations are overrepresented in public housing, mostly located in central cities. Racial and ethnic minorities in American public housing are, for the most part, composed of native-born households whereas in Europe they are more likely to be foreign-born. After a description of this concentration of poor and minority populations in public housing, we examine the effect of public housing on neighbourhood poverty rates in central cities. We construct a longitudinal database (1950-90) for four large cities-Boston, Cleveland, Detroit and Philadelphia—and examine the relationship between the location of public housing and changes in neighborhood poverty rates. We find that in each city, one or more of the variables relating to the existence of public housing is significantly related to increases in neighbourhood poverty rates in succeeding decades.

The Housing Conditions of Immigrants in New York City
The influx of immigrants to New York City increases the demand for housing. Because the city has one of the nation’s tightest and most complicated housing markets, immigrants may disproportionately occupy the lowest-quality housing. This article examines homeownership, affordability, crowding, and housing quality among foreign- and native-born households. Overall, foreign-born households are more likely to be renters and encounter affordability problems. Multivariate analyses reveal that foreign-born renters are more likely to live in overcrowded and unsound housing but less likely to live in badly maintained dwellings. However, compared with nativeborn white renters, immigrants—especially Puerto Ricans, Dominicans, Caribbeans, Africans, and Latin Americans—are more likely to live in badly maintained units. Because this disadvantage is shared by native-born blacks and Hispanics, it strongly suggests that race and ethnicity are more significant than immigrant status per se in determining housing conditions.

Does Neighborhood Matter? Assessing Recent Evidence
This article synthesizes findings from a wide range of empirical research into how neighborhoods affect families and children. It lays out a conceptual framework for understanding how neighborhoods may affect people at different life stages. It then identifies methodological challenges, summarizes past research findings, and suggests priorities for future work.
