Do Vouchers Protect Low-Income Households from Rising Rents?
Using restricted administrative data on the voucher program, the authors examine the experience of voucher holders in metropolitan areas with rising rents. While some of the authors' models suggest that rising rents in metropolitan areas are associated with a slight increase in rent-to-income ratios among voucher holders, poor renters in general see significantly larger increases in rent-to-income ratios. The authors see little evidence that rising rents push voucher holders to worse neighborhoods, with voucher holders in central cities ending up in lower-poverty neighborhoods as rents rise. It appears that vouchers may help low-income households remain in neighborhoods as they gentrify.

NYCHA’s Road Ahead: Capital and Operating Budget Needs, Shortfalls, and Plans
This brief contextualizes NYCHA’s budget and its plans to address budget shortfalls. First, we focus on the capital budget, describing NYCHA’s new plan and the barriers that exist to implementing NYCHA 2.0. Next, we turn to the operating budget, and describe and assess the budget deficit, as well as NYCHA’s existing plans to address the shortfall.

The Challenges of Balancing Rent Stability, Fair Return, and Predictability under New York’s Rent Stabilization System
This brief lays out some of the challenges of balancing affordability and a reasonable rate of return; explains how New York City’s local governing body (the Rent Guidelines Board) incorporates building operating cost data to make rent adjustments; scans approaches used in other jurisdictions; and explores the potential consequences of eliminating rent increase mechanisms designed to be supportive of investment in repairing and improving the housing stock.

How NYCHA Preserves Diversity in New York’s Changing Neighborhoods
A new fact brief published by the NYU Furman Center outlines the critical role that the public housing plays in preserving racial, ethnic, and economic diversity in the city’s gentrifying and higher-income neighborhoods. The brief builds on previous work by the NYU Furman Center outlining NYCHA’s outsized role in housing the lowest-income New Yorkers. That crucial role in the affordable housing landscape combined with the geographic distribution of public housing developments in gentrifying neighborhoods means that many of the city’s neighborhoods owe their diversity to NYCHA’s public housing developments.

Laboratories of Regulation: Understanding the Diversity of Rent Regulation Laws
Debates about rent regulation are not known for their nuance. The world tends to divide into fierce opponents and strong supporters. Moreover, debates rarely engage with the details of local ordinances, even though those details may significantly affect outcomes for tenants, landlords, and broader housing markets. This paper catalogs the multiplicity of choices that local policymakers must make in enacting and implementing rent regulation ordinances and consider the implications those choices may have for tenant protections and broader market outcomes. This paper then highlights the wide variety of regimes that jurisdictions with rent regulation have adopted in practice. It ends with a call for new empirical research to study the effects of different regulatory features.

NYCHA’s Outsized Role in Housing New York’s Poorest Households
Public housing is a critical part of the affordable housing landscape in New York City. The city’s 174,000 public housing units house some 400,000 low-income New Yorkers, or one in every 11 renters in the city. This is far more homes than any other New York City landlord manages and far more than any other public housing authority (PHA) in the United States. The sheer scale of public housing in the city is one reason the stock is critical, but even more importantly, public housing plays a unique role in providing homes for the city’s poorest households. Thus, putting the New York City Housing Authority (NYCHA) on sound financial and structural footing should be a top priority for federal, state, and local policymakers.

Neighbors and networks: The role of social interactions on the residential choices of housing choice voucher holders
This study considers the role of information and social influence in determining the effective set of potential housing choices for participants in the Housing Choice Voucher Program. It finds that pairs of voucher participants in close proximity are 40% more likely to move to the same neighborhood than pairs that live more than 1,000 feet apart, and that the neighborhoods selected by close proximity pairs are likely to be more economically disadvantaged by several measures. These findings were magnified in tight rental markets, and in highly segregated cities.

Housing and Educational Opportunity: Characteristics of Local Schools Near Families with Federal Housing Assistance
This report focuses on access to neighborhood elementary schools, highlighting disparities between families living in subsidized housing and those who do not. It describes the characteristics of the local public elementary schools to which children living in subsidized housing have access, including their student demographics, teacher characteristics and relative proficiency rates. The report shows that that families receiving all four major types of federal housing assistance lived near lower performing and higher poverty schools than other poor families with children as well as other renters with children.

What Do We Know About Housing Choice Vouchers?
The Housing Choice Voucher Program provides assistance to approximately 2.2 million households each year, making it the largest low-income housing subsidy program managed by the U.S. Department of Housing and Urban Development (HUD). This paper reviews what we know about the program. In brief, experimental research shows that vouchers help to reduce the rent burdens of low-income households, allow them to live in less crowded homes, and minimize the risk of homelessness. Research also shows, however, that the program has been far less successful in getting recipients to better neighborhoods and schools. And perhaps the greatest disappointment of the program is its limited reach. Families typically wait for years to receive a voucher, and only one in four households eligible for a voucher nationally receives any federal rental housing assistance. Another issue is that a significant share of households who receive vouchers never use them, in part because of the difficulty of finding willing landlords with acceptable units. Thus, as effective as the program is, there is still room for improvement.

State of New York City’s Subsidized Housing in 2017
This brief reviews major programs used to develop and preserve affordable housing in the city, and provides the number and location of properties benefitting from a subsidy or incentive in 2017. It also discusses when affordability restrictions on some of those properties will expire unless renewed by the owners and the housing agencies.
