How Do Small Area FMRs Affect the Location and Number of Units Affordable to Voucher Holders?
This brief explores how the location and number of homes affordable to voucher holders will change in the 24 metro areas mandated by HUD to adopt Small Area Fair Market Rents (“Small Area FMRs”). The change to Small Area FMR—a more localized rent measures as a determinant of subsidy standards—is designed to allow housing choice voucher holders to rent homes in a wider variety of areas. The analysis finds that switching to Small Area FMRs would open up options for voucher holders in high-rent ZIP Codes while reducing them in low-rent ZIP Codes. In addition, the aggregate number of units affordable to voucher holders in these 24 metros would increase with the use of Small Area FMRs.

Katherine M. O’Regan Testimony to U.S. Senate Committee on Finance Hearing on Affordable Housing
On Tuesday, August 1, 2017, Dr. Katherine O’Regan, faculty of NYU Wagner and Faculty Director at the NYU Furman Center, testified at the United State Senate Committee on Finance’s hearing entitled, “America’s Affordable Housing Crisis: Challenges and Solutions.” Dr. O’Regan’s statement outlines the extent of the nation’s affordable housing crisis and its consequences for households and markets. In discussing the federal government’s role in responding to the crisis, she discusses three proposed reforms to the Low Income Housing Tax Credit to “increase its flexibility and feasibility in a broader set of market conditions, to streamline, and to more effectively meet key policy goals.” Read Dr. O'Regan's full statement or watch a video of the hearing.

Race and Neighborhoods in the 21st Century: What Does Segregation Mean Today?
Recent research has argued that racial segregation is no longer a concern in the 21st century. In response, this paper revisits these concerns about racial segregation and neighborhoods to assess their relevance today. This working paper finds that while segregation levels between blacks and whites have certainly declined, they remain quite high; Hispanic and Asian segregation have, meanwhile, remained unchanged. Further, this paper shows that the neighborhood environments of minorities continue to be highly unequal to those enjoyed by whites. Blacks and Hispanics continue to live among more disadvantaged neighbors, to have access to lower performing schools, and to be exposed to more violent crime. Why Do Higher Income Households Move Into Low Income Neighborhoods? Pioneering or Thrift?
This paper offers several hypotheses about which US higher-income households choose to move into low-income neighbourhoods and why. It first explores whether the probability that a household moves into a relatively low-income neighbourhood (an RLIN move) varies with predicted household and metropolitan area characteristics. Secondly, it estimates a residential choice model to examine the housing and neighbourhood preferences of the households making such moves. Thirdly, it explores responses to survey questions about residential choices. Evidence is found that, in the US, households who place less value on neighbourhood services and those who face greater constraints on their choices are more likely to make an RLIN move. No evidence is found that households making RLIN moves are choosing neighbourhoods that are more accessible to employment. Rather, it is found that households making RLIN moves appear to place less weight on neighbourhood amenities than other households and more weight on housing costs.

American Murder Mystery Revisited: Do Housing Voucher Households Cause Crime?
Critics of Housing Choice Vouchers have alleged that an increased presence of voucher holders leads to increased crime in some neighborhoods. Systematically and empirically studying the question for the first time, this paper finds that while neighborhoods with a higher proportion of voucher holding residents tend to see higher crime rates, there was not a causal relationship. The research reveals that other neighborhood characteristics are much more significant in determining crime. Instead, it appears that voucher holders tend to move in after a neighborhood experiences a rise in crime, suggesting that the intended role of vouchers to enhance holders’ neighborhood choice may be limited.

What Can We Learn about the Low Income Housing Tax Credit Program by Looking at the Tenants?
Using tenant-level data from fifteen states that represent more than thirty percent of all Low Income Housing Tax Credit (LIHTC) units, this paper examines tenant incomes, rental assistance and rent burdens to shed light on key questions about our largest federal supply-side affordable housing program. Specifically, what are the incomes of the tenants, and does this program reach those with extremely low incomes? What rent burdens are experienced, and is economic diversity within developments achieved? We find that more than forty percent of tenants have extremely low incomes, and the overwhelming majority of such tenants also receive some form of rental assistance. Rent burdens are generally higher than for HUD housing programs, but vary greatly by income level and are lowered by the sizable share of owners who charge below maximum rents. Finally, we find evidence of both economically diverse developments and those with concentrations of households with extremely low incomes.

Pathways to Integration: Examining Changes in the Prevalence of Racially Integrated Neighborhoods
Few researchers have studied integrated neighborhoods, yet these neighborhoods offer an important window into broader patterns of segregation. We explore changes in racial integration in recent decades using decennial census tract data from 1990, 2000, and 2010. We begin by examining changes in the prevalence of racially integrated neighborhoods and find significant growth in the presence of integrated neighborhoods during this time period, with the share of metropolitan neighborhoods that are integrated increasing from just under 20 percent to just over 30 percent. We then shed light on the pathways through which these changes have occurred. We find both a small increase in the number of neighborhoods becoming integrated for the first time during this period and a more sizable increase in the share of integrated neighborhoods that remained integrated. Finally, we offer insights about which neighborhoods become integrated in the first place and which remain stably integrated over time.

American Murder Mystery Revisited: Do Housing Voucher Households Cause Crime?
In recent years, the U.S. Department of Housing and Urban Development (HUD) has shifted resources from public housing to the Housing Choice Voucher (HCV or “voucher”) program. There were 2.2 million vouchers nationwide in 2008, compared to 1.2 million public housing units. Although the academic and policy communities have welcomed this shift, community opposition to vouchers can be fierce, due to perceptions that voucher-holders will both reduce property values and heighten crime. Despite the public concerns, however, there is virtually no research that systematically examines the link between the presence of voucher holders in a neighborhood and crime. Our paper uses longitudinal, neighborhood-level crime and voucher utilization data in 10 large U.S. cities over 12 years, and finds voucher-holders moving to a neighborhood does not, in fact, increase crime. We do see, on the other hand, that households with vouchers tend to move to communities when crime rates are rising.

Gentrification: Perspectives of Economists and Planners
Gentrification touches on issues at the core of the fields of urban economics, planning, and geography. This article aims to look across disciplines and review the literature on gentrification. It begins by discussing how gentrification is defined and understood by different researchers and assessing its importance or prevalence over time. It then contrasts the theoretical approaches used to explain the causes of gentrification in different fields. It focuses on different models used by economists on the one hand and planners, on the other. The economic models of neighborhood change focus more on market forces and individual choices, while planning and geography models emphasize class and politics. Following this, the article reviews the literature on the consequences of gentrification, summarizing the empirical evidence. Finally, it highlights what is still unknown about gentrification, in terms of the process and drivers, its consequences, and the role it might play in future urban revitalization.

Exploring Changes in Low-Income Neighborhoods in the 1990s
While there has been much talk of the resurgence of lower-income urban neighborhoods in the United States over the past ten to fifteen years, there has been surprisingly little empirical examination of the extent and nature of the phenomenon. Our chapter aims to address these key questions. In the first half, we undertake a broad empirical investigation of income changes in low-income neighborhoods in U.S. cities during the 1990s, comparing them to the changes that occurred during the two previous decades. In the second half of the chapter, we explore some reasons why the fortunes of lower-income urban neighborhoods improved during the 1990s.
