  • Polarisation, Public Housing and Racial Minorities

    Cities in the US have become home to an increasing concentration of poor households, disproportionately composed of racial and ethnic minorities. In the US, poor and minority populations are overrepresented in public housing, mostly located in central cities. Racial and ethnic minorities in American public housing are, for the most part, composed of native-born households whereas in Europe they are more likely to be foreign-born. After a description of this concentration of poor and minority populations in public housing, we examine the effect of public housing on neighbourhood poverty rates in central cities. We construct a longitudinal database (1950-90) for four large cities-Boston, Cleveland, Detroit and Philadelphia—and examine the relationship between the location of public housing and changes in neighborhood poverty rates. We find that in each city, one or more of the variables relating to the existence of public housing is significantly related to increases in neighbourhood poverty rates in succeeding decades.

  • Public Characteristics and Expenditures on Public Services: An Empirical Analysis

    This article investigates the provision of police and education services using a new method of indexing quantities of local public services that isolates movements in shadow prices and quantities in expenditure data. Demand equations for two public characteristics (the crime safety rate and high school reading test pass rates) and two categories of expenditures (education and police services) are simultaneously estimated for New Jersey municipalities. The relationship between public services and public characteristics is estimated, and both the “own” and the “cross “-effects of public services are found to be empirically significant. Increases in expenditures between 1982 and 1983 are found to largely reflect increases in quantities of education services and in prices of police services.

  • Public Schools, Public Housing: The Education of Children Living in Public Housing

    In the United States, public housing developments are predominantly located in neighborhoods with low median incomes, high rates of poverty and disproportionate concentrations of minorities. While research consistently shows that public housing developments are located in economically and socially disadvantaged neighborhoods, we know little about the characteristics of the schools serving students living in public housing. In this paper, we examine the characteristics of elementary and middle schools attended by students living in public housing developments in New York City. Using the proportion of public housing students attending each elementary and middle school as our weight, we calculate the weighted average of school characteristics to describe the typical school attended by students living in public housing. We then compare these characteristics to those of the typical school attended by other students throughout the city in an effort to assess whether students living in public housing attend systematically different schools than other students. We find no large differences between the resources of the schools attended by students living in public housing and the schools attended by their peers living elsewhere in the city; however we find significant differences in student characteristics and performance on standardized exams. These school differences, however, fail to fully explain the performance disparities amongst students. Our results point to a need for more nuanced analyses of the policies and practices in schools, as well as the outside-of-school factors that shape educational success, to identify and address the needs of students in public housing.

    This paper provides the introduction to the special issue on Race and the City in the Journal of Housing Economics in 2018. The paper surveys relevant topics on racial and ethnic discrimination and residential segregation, and provides a more detailed discussion of the specific papers in the special issue. The paper primarily focuses on the literatures on discrimination in housing, on-line markets and policing. In terms of racial segregation, the paper discusses work related to the pattern of residential segregation and the causes and consequences of segregation

  • Race-Based Neighborhood Projection: A Proposed Framework for Understanding New Data

    This paper outlines the race-based, neighbourhood projection hypothesis which holds that, in choosing neighbourhoods, households care less about present racial composition than they do about expectations about future neighbourhood conditions, such as school quality, property values and crime. Race remains relevant, however, since households tend to associate a growing minority presence with structural decline. Using a unique data-set that links households to their neighbourhoods, this paper estimates both exit and entry models and then constructs a simple simulation model that predicts the course of racial change in different communities. Doing so, the paper concludes that the empirical evidence is more consistent with the race-based projection hypothesis than with other common explanations for neighbourhood racial transition.

  • Reforming Housing Assistance to Better Respond to Recipient Needs

    This paper reviews evidence on the effectiveness of the three main federal vehicles for providing housing assistance to low-income families, lays out current challenges and potential improvements to each program, and proposes further research to fully inform future policy initiatives. Changes are recommended for current federal housing assistance programs to more effectively serve people living in poverty. These include improving how programs take into account regional and state-level variations in the cost and availability of housing, reassessing the level and duration of assistance and to whom it should be targeted, and broadening the set of homes available to recipients of housing assistance beyond those located in areas that are low-income and predominantly Black or Hispanic. 

  • Reinventing the Central City as a Place to Live and Work

    Public policies for urban development have traditionally emphasized investment in physical infrastructure, the development of large-scale commercial facilities, the construction of new housing, and the renewal of existing neighborhoods. Most efforts to revitalize central cities by building new facilities for visitors have focused on suburban commuters and tourists. At the same time, many housing initiatives in central cities have concentrated on low-income communities because outlying suburban areas have attracted traditional middle-income households.

  • Renovating Subsidized Housing: The Impact On Tenants’ Health

    Many public and subsidized housing developments in the US are aging and in need of significant repairs. Some observers worry that their poor condition threatens the health of residents. This study evaluated a recent renovation of public housing that was undertaken through the transfer of six housing developments from the New York City Housing Authority to a public-private partnership. It examined whether the renovation and transfer to private managers led to improvements in tenants’ health over three years, as measured by Medicaid claims. While it did not find significant improvements in individual health outcomes, it found significant relative improvements in overall disease burden when measured using an index of housing-sensitive conditions.

  • Rental Housing Policy in the United States

    In this volume of the U.S. Department of Housing and Urban Development’s policy development and research journal, Cityscape, guest editors Vicki Been and Ingrid Gould Ellen bring together seven innovative proposals from leading housing researchers calling for changes in government policies to benefit renters and their communities. This collection of articles propose reforms, such as the elimination of the mortgage interest deduction, which could serve as viable alternatives to traditional federal rental programs.  These perspectives offer U.S. policymakers ways to potentially adapt international housing assistance models to reform the domestic housing market.

  • Reversal of Fortunes? Low Income Neighborhoods in the US in the 1990s

    This paper offers new empirical evidence about the prospects of lower-income, US urban neighbourhoods during the 1990s. Using the Neighborhood Change Database, which offers a balanced panel of census tracts with consistent boundaries from 1970 to 2000 for all metropolitan areas in the US, evidence is found of a significant shift in the fortunes of lower-income, urban neighbourhoods during the 1990s. There was a notable increase in the 1990s in the proportion of lower-income and poor neighbourhoods experiencing a gain in economic status. Secondly, in terms of geographical patterns, it is found that this upgrading occurred throughout the country, not just in selected regions or cities. Finally, it is found that the determinants of changes in lower-income, urban neighbourhoods shifted during the 1990s. In contrast to earlier decades, both the share of Blacks and the poverty rate were positively related to subsequent economic gain in these neighbourhoods during the 1990s.
