Capital Grant Low-Rent Assistance

The Capital Grant Low-Rent Assistance Program provided a rental subsidy to Mitchell-Lama residents. Under the program, New York State Homes and Community Renewal (HCR) leased the apartments from the building owner at the Mitchell-Lama rent price, and then sub-leased the units to low-income tenants at a reduced rent. Qualified tenants pay at least 20 percent of their income as rent. While the program currently operates, the state is phasing it out as the current tenants receiving the subsidy leave Mitchell-Lama developments.
