Small Homes Improvement Program (SHIP)

In 1975, the City Planning Commission approved the Small Homes Improvement Program (SHIP) to rehabilitate unoccupied buildings into one- to four-unit residential buildings. Local non-profit organizations developed the buildings, which were made available for purchase to local community residents. Federal Housing Administration (FHA) insured mortgages with low down payment requirements, which were made available to purchasers.
