Saratoga Square is an urban renewal area located on the border of Bedford-Stuyvesant and Brownsville, Brooklyn. Initially under the Saratoga Square Urban Renewal Plan, developers were to build 376 two-family, owner-occupied homes, along with an additional 555 units rehabilitated in 116 existing buildings. The program proposed to maintain affordability with city capital funds of $10,000 per unit and federal subsidies of $25,000 per unit. This plan was never fully realized, however, as the funding available for the redevelopment and new construction of mixed-income rental projects in the neighborhood slowed in 1992. In 1994, New York City’s Department of Housing Preservation and Development (HPD) modified the plan to provide for the construction of about 400 two-family homes and the substantial rehabilitation of 80 abandoned, city-owned apartment buildings. In addition, the program called for the moderate rehabilitation of 30 occupied buildings, the construction of a new retail development, and two parks.
