Permanent Housing for Homeless Families (PHHP)

The Permanent Housing for Homeless Families Program (PHHP) was a joint city/state program funded by capital contributions of $85 million from each source; hence its nickname “85/85.” Fifty-one percent of the units under the program went to homeless households and 49 percent to households at risk of homelessness. New York City’s Department of Housing Preservation and Development (HPD) was primarily responsible for referring city-owned sites to the program and choosing owner/managers, and HFA was primarily responsible for the construction phase of the program. All PHHF funds have been spent; the last start date for a project under PHHF occurred in 2005.
