Program Description

The Owner Services Program (OSP) assists owners whose buildings are at risk of abandonment because of physical and/or financial problems by offering financial and management advice, as well as referrals for loans and other resources. Analysts in HPD’s OSP program collaborate with HPD’s Division of Neighborhood Preservation borough office staff and Housing Litigation Division attorneys to identify owners whose problems with finances, management, or tenant relations require one-on-one or small group counseling. Both long- and short-term assistance is available to owners.
