The New York/New York (NY/NY) agreements were a joint City and State program to enhance the supply of supportive housing in New York City. The program included three agreements with slight variations:

NY/NY I: The NY/NY I program was signed in 1990 to fund the building and operation of supportive housing units for homeless single adults with mental illness. NY/NY I called for the construction of over 3,000 units of supportive units in New York City, about 1,400 of which would be funded by the City, and the rest funded by the State. In 1993, the agreement was amended to provide subsidies to 500 rental units in privately-owned buildings. The City used the Supportive Housing Loan Program to finance the construction of units in its half of the agreement. The last of the 3,615 units under the NY/NY I agreement were completed in October of 1998.

NY/NY II: Signed in October of 1999, this extension of the NY/NY I agreement similarly called for the City and State to build and operate 1,000 additional units, 500 from each entity, of housing for mentally ill single adults. In addition, the City and State agreed to reserve 500 units of existing housing for mentally ill single adults. Like the NY/NY I agreement, financing for the City produced units came from the Supportive Housing Loan Program.

NY/NY III: This agreement was made to provide 9,000 units of supportive housing between 2005 and 2015. Whereas NY/NY I and NY/NY II provided housing solely for single adults with a history of mental illness, the NY/NY III agreement worked to target a more diverse set of households in need of supportive housing assistance, including, for example, homeless families, young adults infected with HIV/AIDS, and single adults receiving treatment for substance abuse. NY/NY III units include those mixed in with other low-income units that are not supportive housing, as well as individual apartments rented in existing housing.
